aligns with our clients needs, to deliver cost-effective practical solutions within budget.
1. Stock analysis, financial analysis and modelling
Our service uses specialist stock analysis software to make better informed decisions. Quantifying retrofit works at scale with accuracy, transparency, and control. Our financial analysis and modelling identifies which properties can form a suitable portfolio for retrofit programme funding, as part of a strategic asset management strategy. It also helps determine which properties are not financially viable to upgrade to meet Net Zero targets. In such cases, the best solution is often the disposal or redevelopment of the property.
2. Funding: Institutional finance and Government grants
Decarb Capital is a unique funding solution, facilitating institutional-scale capital for Housing Associations and Local Authorities to meet Net Zero legislation.
Our institutional partners pay an upfront capital lump sum for residential property portfolios that require retrofitting, and can assist in the funding of a wider strategic asset management strategy and capital commitments, whilst retaining long term portfolio ownership*.
Further to facilitating institutional capital, we can also assist in securing government funding for retrofit programmes such as the Warm Homes: Social Housing Fund (WH:SHF) and ECO4.
3. Retrofit
Asessment
Our retrofit assessors conduct a full retrofit assessment of a spefic property portfolio, with an initial assessment categorised by property archetype. This provides an initial overview and baseline, aiding the estimate of works in costs, timeframes and minimising tenant disruption. Archetypes are productive at the initial project scoping stage and provide economies of scale. However each property is unique with its own characteristics requiring a full assessment prior to the design, with energy efficient measures recommendations tailored to each home.
Many EPC’s do not accurately reflect the current condition of the property. Maintenance or other works may have subsequently been carried out and not recorded, or unidentified property issues may exist that require to be addressed before the commencement of any retrofit works. In both scenarios, any discrepancy can lead to an inaccurate condition report of the housing stock, which can potentially result in a significant impact on costs and timelines of retrofit works. It is therefore critical that quality retrofit assessments are undertaken.
4. Co-ordination and Design
Our retrofit co-ordinators and design experts, create a strategy that optimises the energy efficiency plan for cost-effectiveness and client business needs at scale. With technical advisory and modelling, planning application, design and project management in full accordance with PAS 2035.
5. Project Delivery
We help provide the criteria for the appointment of independent installers. We do not directly act as installers, as we strongly recommend that these roles are kept separate to ensure there are no potential conflicts of interest and that the installation is delivered to the highest of standards.
During the implementation and delivery phase, our project management and project support teams ensure that all work is carried out with minimal disruption and optimal quality, with clearly defined goals, transparent workflow and agreed outcomes.
6. Monitoring and Ongoing Support
Upon the completion of work, our assessors will provide regular energy performance and housing maintenance reviews, and manuals that are carefully constructed to educate tenants on their new energy efficient measures, how to use them and benefit from cost savings.
